 The Director of Finance for the Long Beach School District is responsible for managing the fiscal affairs of the school district through the implementation and maintenance of an integrated system to plan fiscal needs, to ensure valid disclosure of receipts and disbursements and to make sound investments of any cash balances.  He/she interprets and follows regulations prescribed by state and federal law, funding agencies and the board of education.

Essential Functions:
  • Functional daily attendance
  • Be responsible for all financial accounting records.  It is his/her responsibility to assure that the financial records comply with the Financial Accounting Manual for Mississippi Public School Districts prescribed by the Mississippi Department of Education (MDE).
  • Report to the Superintendent and Board of Education on a monthly basis the financial condition of the school district.  This report must include all information required by the State Audit Department and the MDE.
  • Be responsible for supervising the Accounts Payable, Fixed Assets and Payroll personnel.  It is his/her responsibility to review all work performed by these clerks.  He/She must also be available to assist and guide in their daily work.
  • Be responsible for the preparation of the annual budget.  Under the supervision and advice of the superintendent the Business Administrator must prepare the school’s annual operating budget.  The Business Administrator must ensure that the budget is prepared in compliance with all requirements of the Mississippi Department of Education and the Mississippi Office of the State Auditor.
  • Be responsible for the year-end financial statements.  He/she must ensure that the financial statements comply with the State Audit Department’s requirements.  He/she must also produce all records to the auditors upon request.
  • Be responsible for all purchasing to ensure that all requisitions do not exceed the budget amount and that they meet all purchasing laws.
  • The Finance Director codes and approves all requisitions and/or ensures requisitions completed by purchasing agents adhere to purchasing laws and the state auditors’ requirements.
  • Reconcile the financial accounting records to the monthly bank accounts and report the reconciled balances to the Board of Education
  • Ensure that the district complies with all state and federal laws concerning all financial matters.
  • Be responsible for overseeing all FEMA projects.
  • Maintain Risk Management records.  Work with vendors and online resource tools for property/casualty information, renewals and filing reports related to district losses.
  • Coordinate bids, documentation, and accounting for construction projects in compliance with board policy, auditor expectations, and state and federal regulations.
  • Direct and participate in the formulation and implementation of applicable finance policies, ensuring adherence to generally accepted accounting practices and principles of governmental accounting, compliance, contracts, grant activity, and the rules and regulations of the MDE. 
  •  Oversee maintenance of accounting work on grants received by schools, processing adequate records,  reimbursements, code reviews, etc., to comply with applicable laws and ordinances.
  • Advises leadership and staff on external agency requirements and guidelines; interacts with district and grant funded departments to resolve problems and clarify policies; and develops internal procedures for monitoring and tracking of grant awards for compliance.
  • Assist members of the superintendent's administration with financial matters as necessary; answers inquiries and explains policies and procedures.
  • Direct a staff of professional, technical, and clerical personnel responsible for compiling data for various reports required by MDE and assisting outside auditors. 
  • Provides projections, forecasts, and analyzes financial impacts; monitors and responds to budget variances. 
  • Generates required financial reports. 
  • Take corrective action, as required.
  • Implement tight financial controls to reduce wasteful spending and align district resources to the organizational priorities. 
  • Oversees, directs, and completes all tasks related to purchasing, inventories, sixteenths section funds, tuition, ad valorem tax requests, escrow and shortfall calculations, revenue anticipation, capital projects,  deferred compensation plans, debt issues, debt extinguishment, compensated absences, depositories, interest income, personnel files, receipt files, paid invoice files, payroll clearing fund, petty cash, agency funds, unemployment compensation revolving fund and any other matter as necessary per Financial Accounting for Mississippi Public School Districts as prescribed by the Office of the State Auditor.
